4) DESCRIBE HOW PUBLIC OPINION IS MEASURED.  IN YOUR ANSWER, DISCUSS WHETHER POLLS ARE AN EFFECTIVE AND ACCURATE MEANS OF ASSESSING PUBLIC OPINION.   (HINT:  THINK ABOUT THE POLLS THAT SAID THAT DONALD TRUMP WOULD NEVER WIN!!!)
